WOONSOCKET, RI — A Woonsocket man was indicted on one count of first-degree arson and one count of violating a no-contact order in connection with a Feb. 23 Woonsocket fire. The RI Attorney General's Office said Luis Rivas Melendez, 30, was indicted by a statewide grand jury on June 8. The Woonsocket Police Department investigated the incident. Melendez is scheduled to be arraigned in Providence District Court on Wednesday. An indictment, information, or complaint is merely an allegation. The U.S. Constitution guarantees that a defendant is presumed innocent unless and until found guilty in a court of law.
