Roger Ailes, the founder of Fox News, that's who.
His original proposal for a propaganda network to Richard Nixon specifically said that Americans were too lazy to think for themselves so they should start a "news" network in order to tell them what they should think: specifically propaganda to support the Republican party.

Nixon was interested but got caught up in his own crimes and it never happened...until a couple of decades later.
Considering how little regard the GOP and Ailes had for the intelligence of the GOP voter base, it's amazing that the base keeps playing lickspittle to their phony network--or maybe Ailes was right and they really are too lazy to think for themselves. Evidence leans toward the latter.
