Press release from the City of Reno: March 23, 2022 In our ongoing commitment to keep citizens and media informed, we've summarized the outcomes of a few key agenda items from today's Regular Meeting of the Reno City Council. Staff Reports with more information are linked to below: Affordable Housing Projects B.6 - Council approved a Subrecipient Agreement with Volunteers of America (VOA) for Award of Coronavirus State and Local Recovery funds to support the acquisition of the 35-unit Hi-Way 40 Motel, 1750 East Fourth Street, in the amount of $2 million. The existing rooms will be converted to one-bedroom or studio living quarters with kitchenettes. The rooms are approximately ⅓ occupied right now, but no one will be relocated for renovations. Current occupants can remain. B.7 - Council approved a Subrecipient Agreement with the Community Housing Land Trust for Award of Coronavirus State and Local Recovery funds to support the Village on Sage Street Expansion project, 300 Sage Street, in the amount of $2.5 million. This will be used for the development of 96 additional units at The Village on Sage Street. The modular dormitory housing expansion project is being called "Village on Sage Street 2.0." B.8 - Council approved a Subrecipient Agreement with Reno Housing Authority for Award of Coronavirus State and Local Recovery funds to support the new construction of Dick Scott Manor, 1035 E. Eighth Street, in the amount of $3 million. Dick Scott Manor will create 12 studio and one-bedroom units for veterans with incomes at or below 30 percent of AMI. B.2 - Issue Tax-Exempt General Obligation Bonds Council approved a resolution of intent proposing the issuance of and authorizing the publication of a notice relating to tax-exempt general obligation (additionally secured by pledged revenues) various purpose bonds in the amount of $60 million for the purpose of financing the City's new Public Safety Center and the Aquatic Center at Moana Springs; providing the manner, form and contents of the notice; authorizing the City's Director of Finance to arrange for the sale of the bonds. B.5 - Neighborhood Street Rehabilitation Program Council confirmed the streets for the 2024 (located in the northeast and southeast areas of the city) and 2025 (located in the southwest area of the city) Neighborhood Street Rehabilitation Program. C.1 - Red Rock Road/Trail Drive Annexation Council approved the Ordinance Introduction and referred it for a second reading and adoption. This annexes to and makes part of the City of Reno 12 parcels totaling ± 44.74 acres generally located to the southeast of the intersection of Red Rock Road and Trail Drive. The subject site is located outside of the City of Reno Sphere of Influence and has the Washoe County Rural Residential (RR) Master Plan land use designation. The subject site has Washoe County zoning designations which include 41.57 acres of High Density Rural (HDR) and 3.17 acres of Public Semi Public (PSP). C.2 Peavine Employment Center C.2.1 - Case No. LDC22-00018 (Peavine Employment Center) Request for: 1) Master Plan amendment from ±207.35 acres of Large Lot Neighborhood (LL) and ±3.17 acres of Public Quasi Public (PQP) to ±169.11 acres of Mixed Employment and ±41.41 acres of Parks, Greenways, and Open Space (PGOS); 2) Zoning map amendment from ±207.35 acres of Large Lot Residential 2.5 acres per dwelling unit (LLR2.5) and ±3.17 acres of Public Facility (PF) to ±210.52 acres of Specific Plan District (SPD); and 3) Project of Regional Significance. The ±210.52 acre site is generally located to the southeast of the intersection of Red Rock Road and Trail Drive. This request is contingent on approval of a related request for annexation and the Washoe County zoning being translated to City zoning districts. C.2.2 - Resolution to adopt an amendment to the land use plan of the City of Reno Master Plan from ±207.35 acres of Large Lot Neighborhood (LL) and ±3.17 acres Public/Quasi Public (PQP) to ±169.11 acres of Mixed Employment and ±41.41 acres of Parks, Greenways, and Open Space (PGOS). The ±210.52 acre site is generally located to the southeast of the intersection of Red Rock Road and Trail Drive and further described in planning in Case No. LDC22-00018 (Peavine Employment Center). The adoption is contingent on the approval of an associated annexation and conformance review by the Truckee Meadows Regional Planning Commission. C.2.3 - Council approved an Ordinance Introduction and referred it for a second reading and adoption. This rezones ±207.35 acres of Large Lot Residential 2.5 acres per dwelling unit (LLR2.5) and ±3.17 acres of Public Facility (PF) to ±210.52 acres of Specific Plan District (SPD).
