NORWALK, CT — A Norwalk resident will receive $25,000 each year for the rest of his life after he recently scratched off a winning lottery ticket, according to the Connecticut Lottery. Donald Finch of Norwalk claimed his winning ticket on Thursday, the Connecticut Lottery website says.
