Found Dog

Family member found dog on Hwy about a week ago. Tried taking to multiple shelters for the owner to look for but none would take him due to discrepancy on the exact place he was found. He was scanned and no chip was found. Would prefer his actual owner to claim him (proof would be required) but if that isn't possible he needs a new home. Not in a living situation where a dog his size is able to live. Looks to be about 2 years old, not neutered, large breed (maybe shepherd mix)
