That post is being flagged because the person is selling the dog. It takes more than 20 people to flag an ad, and probably none of them want that dog. In fact, some of them will also flag free pets because no animal should be given away on a site that is mostly trolled by abusers. The only thing that will really keep a pet safe is requiring and following through on vet references. Nobody is spiteful, but flaggers want the rules to be followed, and they include no selling of animals.
Making excuses for people violating the rules helps nobody.
