Small Government?

I'm an Independent. I'm live and let live and believe in doing everything I can to not be a burden to society. I've always been told that Republicans were the party of small government. Why are they so concerned about a very small segment of the population that don't fit the binary biological plan? Why are they so concerned about taking away reproductive rights? Don't give me the sanctity of life argument, because that is a religious concept. As far as I'm concerned, a fetus is a parasite until the cord is cut. The mother provides 99.9% of the biological matter. The government has no business standing in the way of her decision while the child is part of her.
