Civil Rights Domestic Violence Legal Assistance

I live in a small town in southern Oregon. I am a victim of domestic violence. I need a civil rights lawyer to advise and sue the city for failure to help me find some justice with how they handled my domestic violence situation over the course of about 9 months. I have about 30 police reports, a restraining order and the abuser has been found guilty and served minimal time. The police, from the first time I called flat out violated my civil rights and continued to do so. It's been difficult managing life with PTSD and despite effort to find a lawyer to help me I have been unsuccessful. I'll take any advice I can get. However, ideally I'm looking to be directly in touch with a lawyer. Thank you.
