Missing or Dumped Cat

I think this poor baby was dumped I'm not sure. It's not uncommon around this area to have pets dumped. He has a blue sparkly collar with no tag. He's a little shy I just don't have anyway to get him to a shelter and I have three dogs so I can't take him in. If you can bring a cage that would help a lot.
