Bongo Drum Repair Needed

Hi, recently I bought a small set of bongo drums at the Good Will Outlet store in Pleasant Prairie. It needs repair thus am wondering if there might be anyone out there who would, who could repair it for me at a minimal cost. I don't think it is worth too very much to begin with, so don't want to put too much money into it. With a bit of repair I am thinking it could be a nice setup. The lower aluminum band on the larger of the two drums has come loose and needs reattached, and the bolt that crosses through the wooden bridge between the two drums is very loose and needs tightening, but I do not have the tools or the know how to do this myself or I would. The photos show what I am talking about, so, if anyone might be inclined to help me out I would be most grateful, thank you.
