Someone please help guide me in the right direction

Can someone please guide me in the right direction? I have a family that someone did a fundraiser for. The person that did the fundraiser stayed in contact the entire time until it was time to meet. Once it came time to turn over the funds (which were raised for children) the lady is now nowhere to be found. All the correspondence is saved. We just want to put smiles on the 3 childrens faces. This fundraiser was started in 2020. It only lasted 3 months. How can someone do this? Who does the mother reach out to? (She won't, it will be me trying to get it, to be given to her, she just says she was scammed. But I see a REAL FUNDRAISER THAT WAS MADE AND PEOPLE DONATED TO. EITHER GIVE THIS FAMILY THE MONEY OR GIVE EVERYONE THEIR MONEY BACK, you know the people who thought they were helping out children)
