two bonded parakeets

Hello! About a month and a half ago i got two parakeets, at first they loved sitting on my shoulder however the next following days they no longer wanted anything to do with me, i’m extremely confused and giving up, I do not want them to live with someone that they’re terrified of, and unfortunately for some reason that person is me ))): this is the first time i’ve experienced this with these birds. however they're super sweet when comfortable, when uncomfortable the green guy will nibble, the blue one however has started to not let me go near her. they both step up occasionally but do not want to leave the cage. I’m open to advice (however i’ve tried just about everything) but i would love to find them a home where they are comfortable and most happy! there is a rehoming fee, and they will be given with their cage and all of their other belongings.
