WEST CHESTER, PA — An investigation that began in October led West Chester Borough police investigators to a Downingtown man they have charged with theft from a bank account. Theodore Miller Jr., 30, is charged with two felony counts of accessing a device issued to another without authorized use, two counts of theft by unlawful taking, and two counts of receiving stolen property, according to court documents. Miller was arraigned on Dec. 3 and his preliminary hearing is set for Dec. 15 before District Judge Marian T. Vito. He has been released on $5,000 bail. Miller pleaded guilty to felony retail theft in 2015 and also pleaded guilty to two separated charges of misdemeanor retail theft in 2019. He was sentenced to prison time in those cases, according to court records. Also in West Chester Borough Police news this week, a Philadelphia man has been charged following a report of erratic driving at the intersection of Church and Market streets on Dec. 3 around 2:45 p.m. After an investigation police charged the vehicle driver Semaj Sinclair, 26, with Driving Under the Influence, alleging he was found to be under the influence of drugs or alcohol. On Dec. 2, West Chester Police responded to a reported disturbance in the 400 block of Sharpless Street at 10:30 p.m. Macy Rutherfurd, 18, of West Chester, is charged with simple assault in relation to the disturbance, police said.
