REDONDO BEACH, CA —This story was updated at 1:09 a.m. Thursday. Redondo, Hermosa, Manhattan Beach and Torrance residents decided which candidates they want to represent them on the West Basin Municipal Water District Board of Directors, Division 3 with preliminary reporting Thursday showing Desi Alvarez in the lead with 29,216 votes. Carol Kwan has 23,796 votes and Doug Solomon has 9,458 votes. (Scroll down for results.) Many voters had cast their ballots via early voting or mail-in voting due to the pandemic. Voters decided which of the three candidates running for West Basin District 3 will fill the one open seat for a 4-year term. "Newly elected or re-elected Directors officially assume office on the first Monday in January after a November election," according to West Basin Water District's election procedures.
