Questions? Need Help getting Permits for property

Hello, Im currently trying to get a permit install my MH on my property in Sunvalley, but am running into issues acquiring/correctly submitting the application. I'm trying to get a "owner builder" so I can live in an R.V while I get the water lines dug, and prepare the MH for install. Im having a problem establishing water service, because there is no permit? Please any help will be Highly appreciated since My elderly mother and I are currently Homeless..
