How find correct agency? - if can house 1 or 2 refugees

It seems a terrible shame to be hearing on the news every single day about people being displaced and needing somewhere to live. When guest bedroom & bathroom are sitting empty. HOW does one find the "correct" agency, governmental or non-governmental, to get matched up with 1 or 2 people? Somebody must be doing vetting -- of homeless, of people whose houses were destroyed by fire, of immigrants and refugees. Somebody must be doing vetting -- of those who might be willing to house them. Why do we not hear about that? Calling churches and somewhat local agencies is a total failure... runaround. There seems to be a very great need for housing. And there seem to be quite a few people who could -- if they would -- take in at least 1 or 2. What's the deal?
