Does anyone recognize this pup

Description

He was found dragging his orange leash, through the Family Dollar Parking lit in Alton IL. He almost was hit by 2 cars. He has been running loose a few days. We had him scanned and he does Not have a microchip! Need to find his owners now! My big dog does NOT like him. He is a sweet pup, very docile. He is smart. He sat on command. He is a ball of energy. Looks to be a border collie, terrier mix. Looks like he isn’t neutered. And under a yr old. If anyone recognizes him please let me know. Local shelter can’t take him. And the others near by will NOT take him in. Monday I will have to call animal control.
