DOG SIGHTED: low rider, Corgi-type dog showed up at my house behind Brown's Market in Esmont. Was sitting outside my dog door (it's closed from inside), but when I approached it ran away. Very scared; I couldn't even get close enough to take a picture. Was dragging part of a leash or tie out cable. I've opened the dog flap in case it comes back.
