Community Policing From A Global Perspective This forum, sponsored by the Texas State University Police Department and the Texas State University Student Government, offers an informative and educational experience comparing both national and international approaches to community policing. This special evening will be moderated by Texas State University Student Body President Andrew Gryce and will feature three internationally recognized police experts, Patricia Gallan, Chief Jason Armstrong, and LAPD Officer Deon Joseph. Our speakers will present their experiences policing in the UK and the United States with an emphasis on responding to homelessness, bias-based policing, and law enforcement personnel both armed and unarmed. Our experts will provide their insights on the future of policing from an international perspective. Officer Deon Joseph is a law enforcement consultant who has worked for the LAPD for over 25 years, twenty-three of those years in downtown Los Angeles’ Skid Row community. From patrolling the streets or providing a shoulder for the community to lean on to meeting with public figures and advocating for change, Deon is driven to create an environment conducive to change for the homeless and those trying to reclaim their lives from the grip of addiction. He is an honest, faithful, passionate and caring man – traits he pours into his daily life and activities. Patricia Gallan QPM is a Non-Executive Director for Her Majesty’s Revenue and Customs. A former police officer, she retired in 2018 as Assistant Commissioner Specialist Crime and Operations of the Metropolitan Police Service. A qualified Barrister, Detective and Hostage Negotiator she began her police career as a Graduate Entrant in the Metropolitan Police Service in 1987 and served in Merseyside Police and the National Crime Squad as a Chief Officer before returning to the Metropolitan Police as a Deputy Assistant Commissioner. Patricia is a Trustee of the Charity Red Thread & Chair of Governors at an East London Infant & Junior School. Chief Jason Armstrong was appointed the Chief of Police for the Town of Apex, North Carolina, on August 2, 2021. Prior to his appointment in Apex he served as Chief of Police for the Ferguson Police Department (Missouri). Chief Armstrong joined Ferguson PD after an accomplished career with the Forest Park Police Department (Georgia). Chief Armstrong started his law enforcement career with Forest Park PD in 2001. He worked his way up through the ranks in the organization over his 18-year career, to include a stint as the Interim Police Chief. Chief Armstrong is recognized as one of the nation’s top law enforcement leaders in the areas of community outreach & engagement and police reform. During his tenure with Ferguson PD, the department achieved their most significant gains on their federal consent decree with the Department of Justice. With his vast accomplishments and experiences, Chief Armstrong is a sought-after contributor for news affiliates, national and international media outlets, podcast platforms, documentaries, keynote speaker engagements, trainings and professional speaking events in the areas of leadership, police reform and community engagement. Chief Armstrong is a member of the National Organization of Black Law Enforcement Executives (NOBLE), The International Association of Chiefs of Police (IACP), The North Carolina Association of Chief s of Police (NCACP) and Fight Crime: Invest in Kids. Chief Armstrong’s professional accolades include the 40 Under 40 Award from both, the IACP and North Carolina Central University (NCCU). He was also the recipient of the Distinguished Alumnus in Public Service Award from Columbus State University. In 2019, he was appointed to the IACP’s community policing committee and in 2022, he was selected as a Regional Director for the NCACP. Chief Armstrong holds a Master’s Degree in Public Safety Administration, a Bachelor’s Degree in Criminal Justice and has amassed over 3,400 professional development training hours during his 20-year career. When he is not in the public eye, Chief Armstrong enjoys spending time with his wife and two children. The family enjoys traveling, sports, boating, BBQing and exploring new adventures.
