$500 Reward for Missing Gray 2020 Dodge Charger

I have a gray 2020 Dodge Charger SXTL with WA License #BSF2455 that I was renting for a friend. I was the primary driver, and she was an authorized driver for the vehicle. Recently she had an emergency at work (in Capitol Hill near the intersection of Belmont Ave E and Lakeview Blvd E) and allowed another woman to drive the vehicle as it needed to be moved while she drove a person to the hospital in another vehicle. This other "mystery woman" has not returned the vehicle and it has been over a week now. The police consider this a civil issue and currently will not take a stolen vehicle report. I have been looking for the vehicle but no luck in finding it. I have a couple of leads based on some phone numbers that my friend gave me but no name or address. At this point I am offering a $500 cash reward for successful recovery of the vehicle. I have a key to the vehicle still. From what I have heard whoever has the vehicle maybe staying at a shelter in Kenmore or Snoqualmie. I also heard that she might have a daughter that lives in Seattle. I also suspect the car may show up at one of the casinos in the area (especially Snoqualmie Casino). I am not interested in stalking anyone or getting the police involved. I simply want the car back.
