Electrician to replace service from meter to panel

Looking for experienced electrician in downtown Keyser to replace a service entrance cable from meter to a new outdoor panel for 2nd floor apartment in a duplex. From what I can determine, the service from the street to the meters(s) is 200amp. It splits to 2 meters, and the 2nd floor service to the old panel is 50 amps. Need to update it to 100amp and install new outdoor panel on 2nd floor balcony. May also include some other related tasks, like rewiring a range outlet or other circuits, as identified. Job is time and materials. I have the new panel already. Licensed and insured preferred.
