Please help need foster or someone willing to adopt a troubled pup

I desperately need help! I had chiweenie male for 3 years last several months he start attacking me when time for leash which is wild because he was so sweet. Let me put sweater when its cold and everything but now he is biting and he also is scared of strangers and barks and goes after them sometimes. He behaves and is so clever to learn so many tricks, commands. He lick your face, he loves to play games, he listen really well most of the time, he does so many cute things, he is friend with our cat. He needs to have a fenced yard, someone good with training anxious/aggressive dog. No kids around for sure. He needs fixed and new shots but I cannot even get him on a leash. I'm autistic and disabled and I have noone to help me. I just moved to a house after being homeless and living in hotels, air bnbs, and this place has no fence and there's so many people walk my house! And kids! Can someone please help me? I am so scared and I don't have a car. I have ptsd from getting bit by a dog in my face as a little kid and now I'm getting attacked by this little guy and it's causing me melt down all the time. I don't want him to end up in a shelter surrounded by barking dogs I know he will be so scared. He could be a great dog for a truck driver or retired country guy? He's so smart he can also learn anything. I think he could be a good search dog i don't know. Even somebody to foster him? Find a home for him? He's just not safe here for me or anyone walking by.
