A letter from Robert H. Rowe - Hillsborough County Commissioner and Candidate: "I am campaigning for a third term as a Hillsborough County Commissioner. In addition to my experience as your current commissioner, I have served in the New Hampshire House of Representatives, serving as the chair of the Judiciary Committee. My personal qualifications are of being a 50-year New Hampshire resident, retired attorney and former judge. Since retirement I have devoted my time to community service in Amherst, Hillsborough County and the NH House. The duties of the commissioners are to oversee the management the Nursing Home, County Jail, and the offices of the Sheriff, Registry of Deeds and County Attorney. These departments provide statutory and constitutional services to the county citizens. I am pleased to report that Hillsborough County is the most efficient of our ten counties. County government is funded directly from the local property tax. While the cost to the property owners in Hillsborough County varies slightly, from community to community, but is in the range of 4 to 5 percent of the local property tax bill. In other counties the cost ranges between 13 to 30 percent of the local property tax. For the past three years your county tax has either stayed the same or was reduced. Even with a low tax burden, the county has provided quality service to the citizens of the county. The Nursing Home has the highest rating from both the federal and state departments of Health and Human Services. The county jail has instituted a successful early rehabilitation program to assist inmates to return to being law abiding citizens. As a Hillsborough County Commissioner, I am committed to keeping the county budget low and, at the same time ,to providing quality services to the citizens of Hillsborough County.
