BENICIA, CA — The Valero refinery in Benicia underwent forced flaring on Thursday after reporting mechanical issues, the Benicia Fire Department announced on Twitter. Flaring is a safety measure taken by refineries to remove excess emissions that might have built up due to mechanical problems.
