Overall Responsibility To assist the Executive Director in managing and directing the activities of the Mental Health Commission including but not limited to the management of financial records, bookkeeping, contract compliance, agency relationships, and general administrative support. Education and Experience Requisite knowledge, skill and mental development to accomplish stated responsibilities to include at minimum a Bachelor’s Degree or Post-Secondary Administrative Education plus five years of administrative/management experience, or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Significant Abilities Required Reasoning ability to define problems, collect data, establish facts, and draft valid conclusions. Mathematical skills including the ability to calculate figures, statistical measures, proportions and percentages. Language skills including the ability to read, analyze, and interpret contract proposals, grant requests, financial documents, and other technical procedures. The ability to write reports, business correspondence, and to present information in an effective manner. Operational computer skills including proficiency with QuickBooks, MS Office, Word, and Excel. The ability to independently resolve administrative problems relating to the efficient operation of the office. The ability to work independently and to organize tasks by priority. The ability to understand and interpret Commission policies and guidelines. The ability to communicate effectively both orally and in writing including the effective use of the English language. The ability to establish and maintain working relationships with co-workers, Township officials and employees, funded agencies, community organizations, and the general public. Job Responsibilities A. Manage the logistics for Commission committee meetings, attend and transcribe minutes. B. Review and manage community investments. C. Review and prepare agency contracts. D. Prepare budget and appropriation ordinances and subsequent reports to the County and Township Trustees. E. Prepare Annual Statement of Financial Condition for publication. F. In consultation with the accountant, prepare all financials for monthly Commission meetings including but not limited to treasurer’s reports, monthly payables and selected checks as well as tracking of expenditures on the Commission’s information system. G. Review and summarize all funding applications, quarterly reports and other program service documents. H. Assist the Executive Director with selected ACMHAI responsibilities and participate in selected Association meetings. I. Maintain and upgrade computer, software and peripherals. J. Represent the Executive Director at select meetings, councils, etc. relating to the local community mental health delivery system to obtain and relay information, or to serve as a spokesperson for the Commission. K. Assist the Executive Director with implementation of specific elements of the Commission’s three year plan. L. Provide referrals to individuals seeking mental health treatment. M. Provide secretarial support to the Executive Director and to the members of the Board. N. Be responsible for the development and maintenance of the office record keeping system to facilitate retrieval and storage. O. Coordinate all mailings to the Board of Directors and Committees including the preparation of meeting packets and agendas. P. Perform all other duties and responsibilities as prescribed by the Executive Director. Salary Range is $40,000 - $55,000 dependent on experience.
