I have a breaker panel that was replaced by a licensed electrician about 10 years ago. He didn't pull a permit because he works full time for a large commercial electrical company and this was a side job. Now, I simply need a licensed electrician to inspect the work and pull a permit with the city. Portland code inspectors have already checked out the work and given their conditional approval, however they simply want a permit filed by a licensed electrician.
