So Joe just saw the handwriting on the wall that this would land on his desk in a few days to sign or not. So don't for a moment think he wants to ban Russian oil but just made a political choice hoping to get his rating out from under water. But now he wants to cut a deal with Iran for their oil so they can continue making nukes, or Venezuelan oil so they can expand their communist regime, or China oil, who will just buy it from Putin and turn around and sell it to us. Maybe get down on his knees and beg OPEC for more of their oil. Any idiot can see that oil from any of them is a bad idea.
