HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt. INCIDENTS VANDALISMAn unknown word and design was written in black on the outside of a garage in the 300 block of Leonard Wood South prior to the afternoon of Feb. 23. THEFTS Someone stole a card pouch from the locker room at Highland Park High School, 433 Vine Ave., between 12:30 and 1:45 p.m. on Feb. 25. The pouch had been attached to a set of keys that was left behind. One of the stolen credit cards was later used to make an online purchase.Someone stole $260 from a wallet during a show at the Renaissance Place movie theater at 1850 Second St. around 7:30 p.m. on Feb. 25. Police were told the wallet had been inside a purse, which had been put on the floor underneath a seat. About halfway through the movie, an unidentified male suspect entered the theater and left after 20 minutes, police reported.Someone stole a wallet from the Highland Park High School locker room at some point prior to 12:45 p.m. on Feb. 28. It was not known at the time of the report if any of the credit cards in it had been used for unauthorized purchases. ARRESTS/CITATIONS Mario E. Guartazzca-Sumbo, 39, of the 4700 block of West Altgeld Street, Chicago, was arrested around 2 p.m. on March 5 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater after officers arrived at the scene of a three-car crash at Half Day and Skokie Valley roads. Police said he rear-ended one car, sending it crashing into another car. Officers also issued Guartazzca-Sumbo citations for failure to reduce speed to avoid a crash and illegal transportation of alcohol.
