Timid but sweet dog needs patient owner

I have a sweet dog that is nervous around new people.  But once he gets to know you he will do great.  2.5 years old.  Fixed.  Not sure what breed but see picture.  He is house trained.  But he doesn't get along with one of our other dogs.
