IRS stole $1400 from me

I filed quickly, started to be concerned about refund amount, seemed large, poked around, asked my bank for info, turns out I did receive second $1400 check and at same time one of my banks sent me revised/amended1098, so I needed to file amended 1040. Feeling guilty and not wanting to look like tax chest, I filed the amended form (also electronically) two weeks after the first form. NOW, fhe IRS took $1400 immediately out of my bank account, they have not processed my first form 1040, so they have not given me the money I mistakenly asked for, reimbursed themselves already, and now weeks later still have not processed the original form or sent me any money. So, they are ahead 1400, and I have no idea if I will ever get the money they took.
