Who does bike repair? Need chain and cassette changed.

I gave my son a nice bike last year and he managed to get a rusty chain and cassette by leaving it out in the weather one too many times. Shop is quoting me a high amount to change the chain and cassette (probably because they are all upselling their 'deluxe' tune-ups to go with it). Who works on bicycles and can do this for me?
