Found small male beige terrier pup

My daughter found him on 1-28 when she was downtown on Nacocdoches Street. She said he was trying to follow people but nobody would help him and he almost got hit by a car. He has not been neutered and had no collar or tag and no microchip. He has a lot of energy along with his very long toenails. We would like to find his people even though we like him very much, minus a few potty accidents in the house. He looks like he had just gotten his hair clipped. The collar in the pictures is one we have placed on him.
