The March 2022 FRPA program will take a closer look at the GSA Prospectus Process. The Public Buildings Act of 1959 requires GSA to seek Congressional authorization for Federally owned and leased projects that exceed a value threshold. The GSA prospectus process involves multiple stakeholders -- GSA regional office and headquarters, the Office of Management and Budget, and the Congressional authorizing committees – and often requires a significant amount of time that impacts the Agency’s ability to manage its owned and leased portfolio. A recent GAO report found that it can take up to two years, if not longer, from when a prospectus is first initiated to when GSA ultimately receives final approval from the Congressional authorizing committees. The March 2022 FRPA program will take a closer look at the GSA Prospectus Process. The program will feature current and former Federal officials who will share perspective on the complexity and the timing of the prospectus development, submittal, and review process. The panel discussion will focus not just on the problem, but also consider the opportunity for managing this process more effectively. Our panelists will include: • Ann Jacobs, Majority Staff, House Transportation and Infrastructure Subcommittee on Economic Development, Public Buildings, and Emergency Management • Johanna Hardy, Minority Staff, House Transportation and Infrastructure Subcommittee on Economic Development, Public Buildings, and Emergency Management • David Haun, former Deputy Assistant Director, Office of Management and Budget • Marcy Owens Test, Senior Vice President, CBRE Federal Leasing Advisory Group The session will be moderated by Norman Dong, Managing Director, FD Stonewater. The venue for this in-person event requires the completion of a COVID-19 screening questionnaire to be completed the day of the event prior to arrival. The venue also requires visitors to be fully vaccinated, have had no COVID-19 symptoms for the past 10 days, have not tested positive for COVID-19 in the past 10 days, and have not been exposed to someone who has COVID-19 or COVID-19 symptoms in the past 10 days. Masks are required to enter the facility. FRPA will email confirmed attendees with additional details 2 days prior to the event. This event has been structured with the intent that it complies with Congressional and Executive Branch ethics rules regarding Widely Attended Events and Gatherings.
