ELMHURST, IL — Trick-or-treating is allowed in Elmhurst this year. But the city is developing a system where residents can let trick-or-treaters know whether they're welcome. In a statement issued Thursday, the city said all trick-or-treaters are required to wear face coverings. A Halloween costume, the city said, is not a substitute for a face mask or covering. Those passing out candy are asked to wear face masks and gloves. The city has designated green and red signs for residents to place in their windows or visible areas to let trick-or-treaters know whether they're allowed. Green means they're welcome, red means they're not. Those signs will be mailed to every resident in mid-October, the city said. "The city's top priority is the safety of residents," its statement said. "There is a heightened sense of precaution that the community is advised to take during this holiday, and we understand that not everyone may feel comfortable trick-or-treating this year."
