CA Emissions Hurting Low Income Motorists

In CA we often have to total good cars due to the catalytic converters that are required. A good running $2000 car can be totaled by a failing exhaust filter (catalytic converter) This affects only the low income people struggling. It doesn't affect people who can buy newer cars, or afford the bill. Some cars have 3 catalytic converter.... On top of gas prices, and used car prices, this is just screwing the lower class. A single catalytic converter usually costs $1000, plus $500 installation. Other states you can buy one of these cats for $200 to $500. This has to be addressed. Aren't CA democrats suppose to lift the lower class?.....
