Bond Set At $1M In Fatal Hit And Run

ELGIN, IL — Bond has been set at $1 million for a 28-year-old Elgin man accused of running his car into two bicycles in Elgin on Monday, prosecutors said. Lance C. Neal has been charged with reckless homicide, a class 3 felony; two counts of aggravated fleeing a police officer, a Class 4 felony; and driving without insurance, a Class 4 felony. Authorities say Neal was first involved in a hit-and-run crash, colliding with another vehicle in the area of East Chicago Street and North Spring Street at about 4 p.m. on Monday. An officer responding to the initial crash pursued Neal south on Raymond Street, attempting to get him to pull over, but Neal accelerated to speeds well over the 30 mph speed limit until "he lost control of the vehicle," and hit the two bicyclists in the area of Raymond Street and Purify Drive, according to a news release from the Kane County State's Attorney's Office. One of the bicyclists, Sandra E. Sampey, 52, of Bartlett, was taken to a local hospital where she was pronounced dead. The other bicyclist is still hospitalized with life-threatening injuries, prosecutors said. Neal abandoned his car after colliding with the bicyclists and fled on foot. He was found and arrested two hours later, authorities said.
