Potential lawsuit against city of Salem

I'm looking for anyone that may have information about filing a potential lawsuit against the Human Resources Department of Public Works and an individual in charge within the department. I'm asking here because it's very well known that HR departments are more about protecting the company image than the people seeking help. There is a certain head individual and possibly others that are taking certain aim and unfair treatment of a particular person. The person in charge is apparently well known for mistreatment of employees before so the department has a paper trail on him but when it comes to stripping him of his title or power nothing has been done. Therefore he has been unjust to some employees who cannot come forward without being punished. If anyone can pas this along with info of links to bring attention to this problem then do so.
