Other news and notes across CT Wednesday morning: At 11 a.m. Gov.Ned Lamont will hold a news conference to urge state lawmakers to approve a legislative proposal he introduced last month that he says will provide $336 million in tax relief for residents. His proposal includes capping motor vehicle property taxes at 29 mills; restoring full eligibility for the property tax credit; increasing the property tax credit to $300; accelerating by three years the planned phase-in of the pensions and annuities exemption under the state income tax; and expanding a student loan tax credit. Kidnapping arrest details announced by state police On Tuesday, Kenneth Gordon, 20, of Love Lane, Hartford, and a 16-year-old juvenile male were taken into custody, state police said. These arrests, by warrant, are the culmination of a 5-month investigation into the kidnapping and serious assault of a 64-year-old woman that occurred at the Big Y parking lot in Marlborough on September 11, 2021, state police said. Gordon is held on a court set $1 million bond. The 16-year-old was ordered to be held in a juvenile detention center. Both the teen and Gordon are charged with first-degree kidnapping, first-degree robbery, first-degree assault, second-degree arson, second-degree larceny, and conspiracy to commit first-degree robbery. The following police departments assisted with the investigation: Berlin, Homeland Security, Hartford, East Hartford, Windsor, Manchester, Glastonbury, Middletown and Wethersfield. Discovery of deceased baby leads to investigation, police say Emergency personnel responding to a report of a "fall" at the Motel 6 on Route 190 late Tuesday morning instead found a dead baby, according to Enfield police. At 10:58 a.m., police, fire and EMS were dispatched to the motel for what was initially described as a medical call. At the scene, investigators located the dead baby, believed to be pre-term, police said. The circumstances of the death remain under review, police said. (written by Tim Jensen, Patch staff). New state lawmaker elected Democrat Maryam Khan won a seat in the General Assembly Tuesday night, WTNH News 8 reports. The seat, which had been vacant, includes the towns of Hartford and Windsor.
