3 year old male German Shepherd

I have a 3.5 year old male German Shepherd, he is very reactive on a leash and shows signs of aggression. We have completed board and train classes and no success. I am seeking help/guidance in either finding some type of help with training or of a location that will take him in to work with him. I feel like we are living a very unfair life as I am unable to do many things with him and I know he has LOTS of potential. I’m a small gal and he is definitely alpha and overly protective. Please if you can help me in any way with training, a rescue that doesn’t euthanize or anything I would greatly appreciate it.
