Here are the top 3 stories in Des Moines today: The Animal Rescue League of Iowa found two dogs — Amilia and Scrappy — in a 20-year old Des Moines man's apartment with no food or water. The two large-breed dogs only weighed 22 pounds when they were brought to the veterinary team. The 20-year-old in question, Raevon Teel, has been charged with 2 counts of aggravated animal neglect. (CBS2)An investigation is underway after Des Moines police found a car in the Des Moines River near Birdland Park. Officials say the car drove off Saylor Road and into the Des Moines River just before 2 p.m. on Monday. The driver and passengers reportedly made it out of the vehicle with no injuries.
