On May 20, after consultation with the Shakopee City Council, City Administrator Bill Reynolds issued an administrative order permitting local businesses to use parking and green spaces for temporary customer service.
The order allows any business located in a commercial or industrial zone to provide drive-up or drive-thru areas, customer ordering, waiting or pickup areas or customer seating on its property to maintain safe activity within federal and state health guidelines. Businesses do not need variances but must have written approval of the property owner.
Businesses should prepare traffic management plans and provide on-site traffic control. Customer waiting and service areas cannot impede sidewalks or block accessible ramps and parking spaces.
If liquor is to be served or consumed in these temporary areas, the licensee must obtain modification of its liquor license.
Beginning June 1, the city will also allow restaurants to use public parking spaces to ensure proper distancing. These requests must be made through the City of Shakopee Public Works Department.
The order is effective until repealed by city administrator order or council action.
