High: 45 Low: 33. Here are the top three stories in Norfolk today: Norfolk native Donte Barlow, 23-years-old, was struck and killed by a vehicle on Interstate 64. Virginia State Police reports that Juan Urrea, 21, crossed across all of the lanes of traffic to strike Barlow while he was carrying a spare tire. Authorities have charged Urrea with driving under the influence, driving without a license, and reckless driving with failure to control a vehicle. (WAVY.com)Following the Russian invasion of Ukraine, Norfolk's Mayor Kenny Alexander has called for the end of our city's relationship with its sister city, Kaliningrad, Russia. Governor Youngkin has called the invasion a "senseless attack" on a sovereign nation and Western ideals. Kaliningrad became Norfolk's sister city in 1992. Gerard Boyle, 67, pleaded guilty in Oct. 2021 to bribing McCabe over the course of 12 years in exchange for medical services contracts with the Norfolk Sheriff's Office.
