Dog owners command their dogs to harass neighbors

This is not some temporary dog barking on its own out of just being a dog. This is an orchestrated harassment that the Josephine County Commissioners will have to get plainly put into their faces as this is going to the Oregon State Legislature and Governor's office to demonstrate the abomination of the law per what a legislating judge told a person in the Josephine County Animal Control. When trying to work on one's own property, in just wanting to retrieve mail, and having to persistently endure such harassment is not only against the law but demonstrates sociopathic behavior in choosing to be a cruddy human. The dog owners get their dogs to harass. I do not understand ll the juvenile remarks making it appear as though these are merely little episodes of dogs doing this on their own and for an insignificant amount of time. Even when dogs begin this on their own and dog owners are aware, they choose to do nothing about it. Perhaps some people are not aware that some dog owners are particularly abusive in using their dogs to make up for their diminutive minds and have a great need for ego augmentation in the power they get in having their dogs do dirty deeds for them in harassing others. Some people evidently didn't mature but laws should protect us from this sort of behavior. There's one horrible dog owner in particular I am having to deal with right now and our relevant overpaid ignorant civil servants choose to snub the public in doing nothing about it when there is a law on the books addressing this.
