GILROY, CA — After a controversial time capsule donation last year intended to celebrate Gilroy's 150th anniversary created division in the community, the Gilroy City Council will discuss whether to create a policy for accepting gifts that are intended to be displayed at city facilities at a council meeting Monday. Gilroy artist Carol Peters donated the time capsule last September commemorating the city's 150th year, but the artwork was criticized by some, including Councilmember Rebeca Armendariz for not reflecting the diversity of the city. The time capsule was ultimately removed from city hall after the sesquicentennial committee rescinded the gift in October, according to the Gilroy Dispatch. Many cities in California have policies regarding donations, with some regulating unsolicited donations, according to a staff report. "Council may determine what conditions it wishes to implement related to the City receiving gifts and donations from residents and others intended to be displayed at City facilities," the staff report reads.
