Contractor/Carpenter To Sheetrock Ceiling

Have a noisy neighbor upstairs/want to sheetrock the ceiling. Info: 1. 2 rooms. 1 is 15x15. 1 is 10x10. 2. Concrete slab. 3. My idea would be to first attach hat or resilient channels to the slab(with TapCon's maybe?), insulate in between, and then attach the sheetrock to the channels. But of course open to your best judgement... Must be a licensed professional to do work in the building. Thanks in advance for your time.
