RESTON, VA — Changes or adjustments to 154 voting precincts in Fairfax County will be considered based on redistricting impacts. In December, the Virginia Supreme Court approved redrawn state legislative and congressional districts that will take effect with the next elections. Those redrawn districts created split precincts in Fairfax County. Per Virginia law, precincts must be entirely in a magisterial district, state senate district, delegate district and congressional district. There are 54 precincts split by redistricting, and the county is proposing changes to another 100 to remedy split precincts. The proposed changes will eliminate split precincts before the June 21 primary, if held. On Tuesday, the Board of Supervisors set a public hearing on the precinct changes for March 8. The county estimates 29,000 voters, or less than 4 percent of registered Fairfax County voters, would be impacted by the proposed changes. Approximately 87,000 voters impacted by redistricting would be kept at the same polling place under the proposal. If the changes are adopted, a review from the Virginia attorney general will follow to determine if the changes follow the Virginia voting rights act. Fairfax County's Office of Elections would notify affected voters by mail. The county anticipates a one-time cost of $501,840 in 2022 and annual cost of $54,400 to implement the precinct adjustments. There are several changes proposed in the Hunter Mill District: The 202 Flint Hill Precinct was split into three parts by redistricting. The county proposes maintaining the eastern part as 202 Flint Hill #1, with a total of 1,606 voters. The northwestern part of the old Flint Hill precinct, which has 42 voters, would be merged with the southwestern part, with its 1,581 voters, to create 241 Flint Hill #2 (1,623 voters). Both of the new Flint Hill precincts would continue to vote at Flint Hill Elementary. The 219 Westbriar Precinct was split into to two parts due to redistricting. The county is proposing to create two precincts 219 Westbriar #1 (2,197 voters) and 242 Westbriar #2 (1,836 voters) — to continue voting act Westbriar Elementary School. The redistricting split the 227 Sunrise Valley Precinct and divided both the 223 Glade and 224 South Lakes Precincts, due to their large number of voters. The county is proposing to keep the western part of 223 Glade, with its 3,885 voters continuing to vote at the Reston Community Center. The western part of 224 South Lakes Precinct will remain intact and its 4,654 voters will continue voting at South Lakes High School. The eastern part of the 227 Sunrise Valley Precinct will be maintained as the new 243 Sunrise Valley Precinct #2, with its voters continuing to vote at Sunrise Valley Elementary School. The county also seeks to combine the eastern portion of the 223 Glade Precinct (291 voters), the eastern part of 224 South Lakes Precinct (911 voters) and the western part of 227 Sunrise Valley Precinct (879 voters) to establish a new polling place at Sunrise Valley Elementary School as 227 Sunrise Valley #1 (2,081). The 229 Fox Mill Precinct was split due to redistricting. The county proposes creating the 229 Fox Mill #1 Precinct (4,222 voters) and the 224 Fox Mill #2 Precinct (592 voters) that would share Fox Mill Elementary School as their polling place. The 233 North Point Precinct was split by redistricting. The county seeks to create 223 North Point #1 Precinct (2,669 voters) and the 245 North Point #2 Precinct (1,122 voters). The new precincts would continue to vote at St. Thomas a Becket Catholic Church. Since redistricting split the 240 Colvin Precinct, the county wants to maintain the eastern portion, with its 2,650 voters, as a precinct that will continue to vote at The Capital Church. Seventy-nine voters from the western part of the 240 Colvin Precinct will be absorbed by the 209 Reston #2 Precinct, which has 3,808 voters. Under this new configuration, the precinct would vote at Forest Edge Elementary School. The full precinct changes proposal is available in the Board of Supervisors agenda starting at page 93.
