State's Budget Surplus?

The governor announced on 2-14-22, that the state had a budget surplus of $20.6 Billion. Instead of looking for new ways of spending that money, how about addressing the $1.5 Trillion in unfunded liabilities that the state and local governments have. CalStar being the biggest of those liabilities!
