The San Diego County Service Center Council's Fifty-Fourth WHO Awards & Banquet Each year since 1966, WHO Awards have been presented to those members of CTA chapters in San Diego county who have made outstanding contributions to the advancement of the teaching profession through their leadership, as well as giving effective representation on the Service Center Council and CTA State Council of Education. These recipients have exhibited a continuing willingness to devote endless hours of effort, thought and dedication to the improvement of the welfare of teachers. In the opinion of the WHO Awards judges, these persons have evidenced such devotion to their assigned and elected duties and are to be judged out-standing and deserving of this recognition.
