Yesterday, 2/19/22 around 12:00 pm, a small white car going east on Alvin stopped and picked up this dog. The car came from the overpass and made a U-turn near Stokes. A hispanic woman was seen getting out of her white car and picking up this dog. She then made another U-turn and headed east on Alvin. We desperately need to reach this woman ASAP!
