Xcel Energy's Flex Pricing Pilot to Begin Nov. 1 Xcel Energy's two-year Flex Pricing Pilot begins Nov. 1, following its postponement due to the pandemic. With Flex Pricing, electricity prices vary depending on the time of day. That means participants' bills will depend on how much electricity they use and when they use it. Xcel is piloting Flex Pricing with about 5,000 randomly chosen Eden Prairie residents who will receive a welcome packet in the mail. Participants can opt out of the pilot at any time.
